OLD LYME ZONING COMMISSION
MINUTES OF SPECIAL MEETING
Monday, March 27, 2006

The Old Lyme Zoning Commission held a Special Meeting on Monday, March 27, 2006, in the Auditorium of Memorial Town Hall.  Those present and voting were Ted Kiritsis (Chairman), Jane Marsh (Secretary), John Johnson and Howard Tooker (Alternate).  Also present was Ann Brown, Zoning Enforcement Officer.

1.      Convene meeting; announcement of voting alternates.

Chairman Kiritsis called the Special Meeting to order at 7:30 p.m.   He noted that Mr. Tooker would be seated.

2.      Regulation Rewrite.

Section 1 - Preamble

Page 1 - Third bullet down, after semi colon, make another bullet and put “to secure safety from fire, panic, etc.” on its own line.

Further down the page and onto Page 2 there are many bullets that begin with the word “with.”  Commission would like you to start each of these bullets with “to exercise reasonable consideration . . .”

Section 2 – Area/Use Classification

Cover Memo – When additional businesses are added to a property in the same square footage that is already being used for a business, the Commission would like standards and the opportunity to review, i.e., two businesses may generate more traffic, etc.  It was suggested that Attorney Branse discuss this directly with Jane Marsh if he had questions on the Commission’s intent.

Page 2, Section 2.4.1 Districts, please list SVVD.

Page 2, Section 2.5.2c – Please use wording in current Section 7.2.3.

Page 3, Section 2.6 – The Commission questione where this Section is need, and if so, does it make sense.

Section 3 - Definitions

Page 7 – Country Club – Please use the definition Attorney Branse provided.

Page 11 – Farm – The Commission agreed they need more time to consider this definition.

Page 13 – Golf Course – Please use the definition Attorney Branse provided.

Page 35 – Yard, Minimum Required Front; Yard, Minimum Required Rear; Yard, Minimum Required Side – Commission suggests starting each definition with “The minimum unoccupied space between any Principal Building . . .” instead of “A Yard between . . .”  Alternately, Attorney Branse to consider less confusing definitions for all three.

Section 4 - General Regulations

Page 2 – 4.2.3g – Change to read “interior modifications to Buildings.”

Page 2 – 4.2.3h – Add existing 35.2.1h

Page 26 – 4.9 – Typo in first line “land” should read “and.”  Same sentence, remove “on a Lot of three (3) acres or more.”

Page 26 – 4.10 – Delete in its entirety.

Page 29 – 4.14 – Ordinance is entitled “Driveways.”

3.      Adjourn.

The meeting adjourned at 9:30 p.m. on a motion by John Johnson; seconded by Howard Tooker and voted unanimously.
